On 18 December 2011, section 74 of the Energy Act 2011 commenced which allowed regulations to be made allowing data held on the Domestic Energy Performance Certificate Register in England and Wales to be made public for individuals and available in bulk to certain approved organisations. Regulation 9 of The Energy Performance of Buildings (Certificates and Inspections)(England and Wales)(Amendment) Regulations 2012 make the necessary changes to the The Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 (regulations 32 – 37).
From 22 April 2012, individuals can look up an Energy Performance Certificate online via the register website allowing them to compare the energy performance of their property with that of similar buildings. This service is available free of charge.
A request for the EPC may only be made via the website and the address of the building for which they require an EPC must be provided. As long as there is no opt-out in place for the EPC (see later), then it will be available for download. Only one EPC can be accessed at any one time.
