HMO or not?

We have been offered a property (3 bed house) to manage that has 2 unrelated sharers as joint tenants but it also has a lodger of the tenants living there so a total of 3 unrelated tenants. Would that still be classed as a HMO?

    Yes, that would be a HMO and the Management Regulations must be followed.

    However, it would not need mandatory licensing but could need additional or selective licensing if the local authority have designated the area for such. You can check this on their website.
