Installation by Green Deal Installers

Green deal installers will be responsible for installing the energy efficiency improvements as will have been agreed in the green deal plan. Installers must be a member of an approved body and must also follow a statutory code of practice [7] (which is currently in draft form with Parliament for approval).

Complaints

If there is a complaint about the workmanship of any installer or some other matter, complaints must be made in accordance with the statutory code of practice.

Taken from the draft (so liable to change), the first stage of a complaint will be with the green deal providers themselves. The second stage if unhappy with the first decision will be to the green deal ombudsman scheme [8].

Guarantees

All energy efficiency improvements installed by a green deal provider are guaranteed [9].

Where a problem has been identified which affects the functioning of an improvement and relate to its installation, materials or design and the green deal provider is notified within 5 years, then, the problem must be rectified by the green deal provider free of charge. Where the improvement is solid wall or cavity wall insulation, it can be notified within 25 years of the improvement being installed and it too must be rectified free of charge [10].

If damage is caused by the installation of an improvement (or by the improvement itself) and damage is done to:

  • the structure of the property;

  • wall coverings, ceilings, roofs and roof coverings including plaster and render but excluding decoration;

  • floors;

  • staircases;

  • external windows and doors, including panes; or,

  • damage which is likely to result in risks to the health or safety of persons.

Then, the green deal provider must repair the damage to the property free of charge as long as the green deal provider has been notified within 10 years of the installation (25 years if the improvement is solid wall or cavity wall insulation) [11].
