North Somerset District Council has designated an area of Weston-super-Mare for selective licensing. This means landlords with any rented property (not just HMO’s) in the area will need to obtain a licence for each of their properties within the area shown in the image above.
Licenses must be obtained by 1 November 2016 and below is a copy of the public notice:
Designation of an area for Selective Licensing under Section 80, Housing Act 2004
North Somerset District Council (“the Council”), in exercise of its powers under section 80 of the Housing Act 2004 (“the Act”) has on the 8th July 2016 designated the area described below as subject to Selective Licensing of Residential Accommodation.
The designation shall come into force on the 1st November 2016 and shall cease to have effect at 23.59 on the 31st October 2021. Under section 82 of the Act this designation falls within a description of designations for which the Secretary of State has issued general approval in the Licensing of Houses in Multiple Occupation and Selective Licensing of other Residential Accommodation (England) General Approval 2015.
The designation will cover part of Central Ward and Hillside Ward in Weston Super Mare. A map of the area covered and list of roads included are available to view at http://consult.n-somerset.gov.uk/consult.ti/housing_rented16/consultationHome
The designation applies to all rented accommodation in the designated area that are not already subject to mandatory licensing of Houses in Multiple Occupation (or exempted by the relevant sections of the Housing Act 2004 or statutory instruments).

Upon the designation coming into force on the 1st November 2016 any person who operates a licensable property without a licence, is committing a criminal offence and is liable on summary conviction to a fine.
