Is it law under the act that radiators have to be in each bedroom. The property has central heating but upstairs there is only a radiator on the landing. For 26 years of letting the property to various tenants there has never been any issue with regard the house being cold or expensive to heat. The new tenant has complained and involved the Local housing officer who rated it Category 1- excess cold under the HHSRS.

Although category 1 maybe harsh, there’s no doubt this is a hazard under HHSRS. At best, it would be a category 2 hazard in our view.
The statutory guidance says that the heating must reasonably achieve 21 degrees inside when it’s 5 degrees outside. This will apply throughout the house.
You should look to get the heating extended as soon as possible and within the time-scale they have given in the notice.
