A commercial shop letting would normally be the tenants responsibility to fit smoke alarms although if the landlord is installing a communal system in the whole building it would usually be easier for the landlord to just sort it.
In respect of access, the terms of the lease will in all likelihood specify notice requirements for entry (it may be different times specified whether it’s repairs or just an inspection). The lease should therefore be consulted.
If it’s not mentioned, a minimum of 24 hours notice would be needed.
