We own blocks of flats so wondering if the landlord electric supply is subject to the ECIR test?

A long lease (greater than 7 years) is excluded from the regulations but if any of the flats are sub-let on an AST, they will need one.
Where a flat has needed one in one of our blocks, our electrician has checked the landlord supply but not sure if that was a personal choice or if he needed to under his normal testing rules.
There’s nothing specific mentioned in the regulations about a communal area and in particular a landlords supply.
