Bed bugs – whose responsibility?

Hi
I have some tenants refusing to pay rent until we fumigate the house to get rid of bed bugs. I read that these are blood suckers that are brought into the house in the cracks of luggage, clothing etc. If this is the case, they moved in in September and no-one has lived in the house since July. I’m inclined to think this is their responsibility. Any thoughts please?

    I think in general this would most likely be the tenants responsibility. The exception would be if the landlord was somehow responsible for example if furniture was supplied by the landlord or the bugs were already there before occupation. Neither of these exceptions would seem to apply in this case.

    The use of our agreement would be particularly useful in this example because our agreement expressly states the tenant is liable for this kind of thing.
