Is it legal for me to impose by letter a rule that the tenants from three units cannot play their own music in the communal ground outside their properties as it is causing a problem. Thanks

We have no issue in you writing a letter asking them to not disturb neighbours by playing music outside.
Presumably your tenancy will have a clause saying not to cause a nuisance or annoyance to neighbours.
We have a template which you can amend here.
