Technically, this is perfectly possible.
However, in the past we have seen lengthy delays at possession caused by this. The argument being: did the section 13 notice discontinue the section 21 because it’s an indication that the tenant may now remain (at a higher rent). Effectively, did the section 13 withdraw the section 21?
The answer should be “no” because the two pieces of legislation are not connected but nonetheless it could raise an argument and cause extensive delays (as has happened in the past).

Same applies (technically possible) but the same problems could arise. We accept it’s lessor of an argument that way around.
