Tenant not returned keys

We have completed a property inspection following the expiry of a section 21 and the tenants have vacated and taken all possessions, however they haven’t returned keys so I am unsure what the next steps are?

    The question to ask when you think a tenant may have left is: “is there an intention to return within a reasonable period?”

    If you truly believe (and the test is high) that there’s no intention to return then, you can change the locks and the tenancy is at an end.

    The problem here is that keys haven’t been returned which indicates there could be an intention to return. It’s a case of combining all the evidence and anything else you can find out to decide.
