There is no legal requirement to PAT test in residential (compare for example gas safety which has a specific duty).
However, all appliances must be “safe” on supply (new tenancy).
There is some new legislation which has just taken effect which we are currently reading through and preparing an article for which doesn’t appear to change this principle but does appear to tighten what “safe” means considerably.
