This is as yet untested.
The legislation allowing an inspection to check for repairs specifically states the 24 hours notice must be “in writing”.
Certainly if you text and then get a reply saying “no problem” (or similar) then it’s absolutely fine because now you’re entering by agreement and not reliant on any notice.
If they don’t reply though, how do you know they haven’t lost their phone? Or, has the phone broken?
The best way therefore would be to text say a week early. If you get a reply all good and go in. If not after a couple of days, send the written notice. You need to allow at least 4 days for delivery when posting (not a problem if you hand deliver). If posting you must get a free of charge “proof of postage” from any post office.
If using our agreements, there is an option for the tenant to agree to receive notices by email. If that’s been agreed in the tenancy, we have no objection to sending the notice by email. That being said, we would have preferred a reply before going in because what if the email goes into spam? At least with a written letter posted or hand delivered, you know it’s got there before you enter.
