In all honesty, never had the situation arise so not sure. There is provision in the Civil Procedure Rules for a trespassers claim and what the form says where names unknown but nothing is mentioned about tenants.
We suppose all you can do is put to the “tenant/occupier” but not sure if that will be suitable or not.
We would at least formally ask for their details in writing so that if they query the notice you can prove you at least asked them for their details.
