Can a tenant take the phone number with them at the end of tenancy

I know sometimes TAs make explicit reference to this but what would be considered reasonable?

    If they are liable for the telephone line and bill (i.e. it’s not included in the rent as you would commonly find with sharers) then, yes, they can take the number with them as it’s their number to take.
