Is a Tenant under an obligation to do something in a different way to improve the rating of EPC, which is outside the Landlords scope?

e.g. Tenant adopted their own heating system and did not use the installed system!

    No, there’s no requirement on a tenant to do anything in particular or use installed equipment.
