Landlords heating responsibilities

We have a landlord questioning why it is his responsibility to replace a broken convector heater (only heating in the room).
I know it is a legal requirement but cant put my finger on the Legislation. Could you point me to the correct link or article please.

    It is a legal requirement for the landlord to keep in repair anything which heats the space in a dwelling under section 11 Landlord and Tenant Act 1985:

    … to keep in repair and proper working order the installations in the dwelling-house for space heating and heating water.

    Also there is some legislation enforced by local authorities (HHSRS) which the landlord really doesn’t want to be involved with so should repair without delay!
