Buying a two storey/5 let property in Cardiff (not in Cathays or Plasnewydd). Does it need a Mandatory HMO License?

Assuming there’s no additional or selective licensing in the area, no, a licence would not be required. A HMO license is needed for 3 storeys.

As there are 5 sharers, it is an HMO as such please see the Management Regulations which must be followed.

Please see this article for more information about licensing.
