Repairing neighbour’s fence when they haven’t bothered

One of my landlords has lost quite a few fence panels in the back garden during the storm a couple of weeks ago.

That side of  fence is the responsibility of the neighbour but they haven’t taken care of the fence since 2016. Both properties are tenanted. My landlord wants to repair the broken panels as the neighbour’s landlord won’t do it. She has been advised that attaching anything to a boundary which is not her responsibility is illegal. She plans to move back into the property herself at some point so wants to repair the fence. Does she need some kind of disclaimer to sign?
