Water Charges

We have a landlord who supplies water to his tenants through a private water supply.  He currently charges £240 per annum for any and all water used.  Is this legal?  Are there any guidance available?

    There is a “maximum resale price” but from what we can see, this doesn’t apply to a private water supply (it has to be the reselling of water from an appointed water company).

    Under the Tenant Fees Act, it can only be charged if “the tenancy agreement requires the payment to be made” so that just wants checking.
