Will this create an HMO

I let a 2 bedroom self contained Flat to an Aunt and her Nephew, it is a joint tenancy.  I know this is regarded as a single household.  However, the nephew now wishes to have his partner move in.  Would this create an HMO?

    As long as the partners are “living together as married” (which is not defined) then that will remain a single household.

    Thank you Guildy, yes their attention is to “live together as married” I will be sure to use that wording in a letter to them.
